How much the funeral benefit is in 2026

The amount depends on the status the deceased held on the day of death: whether they were working, receiving a pension, registered as unemployed or dependent on another person.

If the deceased fits several rows at once — for example, drew a pension and kept working — one benefit is paid, the largest of those available. The amounts are reviewed once a year: until 31 December 2025 the minimum for an insured person was EUR 1,366.58, and from 1 January 2026 it is EUR 1,487.77. What matters is the date of death, not the day you apply.

Who can claim the benefit

The claim can be made by a family member or by anyone who has actually taken on the funeral arrangements. Being a relative is not required — a neighbour, friend or colleague who organises the funeral has the same right. The benefit for one deceased person is paid once, and to one claimant only.

The benefit does not depend on family income: neither VSAA nor the Riga Social Service assesses the claimant's finances or asks for proof of earnings. What matters is the status of the deceased and, for the municipal allowance, their registered address.

How to claim the VSAA benefit: steps and deadlines

1. Register the death. A death is reported to any civil registry office (dzimtsarakstu nodaļa) no later than six working days after it occurred. Bring the medical certificate of the cause of death issued by a doctor, your own identity document and, if available, the passport or eID of the deceased. The death is registered the same day and the death certificate is issued free of charge.
2. Submit the application. You can do it at the registry office while registering the death, on the latvija.gov.lv portal, at a VSAA customer service centre, by post, with a secure electronic signature or through an official e-address.
3. Wait for the decision. VSAA issues it within eight working days of receiving all documents.
4. Receive the payment. The benefit is transferred in euro to the bank account or postal settlement account given in the application.

The deadline that matters most is six months. If the application is not submitted within six months of the date of death, the right to the benefit is lost entirely and cannot be restored later.

Documents you will need

• application for the benefit — a VSAA form or the form on latvija.gov.lv;
• death certificate or an extract from the register of deaths;
• the claimant's identity document;
• bank account number for the transfer;
• proof that the deceased was neither employed nor receiving a pension on the day of death — if VSAA does not already hold this information;
• for the municipal allowance, additionally: a copy of the VSAA decision or a statement of the benefit paid, plus the original documents proving funeral expenses.

Where to file the paperwork in Riga

Three separate institutions are involved in a benefit claim, each responsible for its own part. So that you do not have to work out where to start, here is the whole chain in one place.

Riga municipal funeral allowance of up to EUR 430

In addition to the state benefit, the Riga municipality pays its own funeral allowance. The maximum is EUR 430, and never more than the actual funeral expenses. It is granted if the last registered place of residence of the deceased was within the administrative territory of Riga.

One detail that families often learn too late: the municipal allowance is reduced by the amount VSAA has paid. In practice, if the state benefit already exceeds EUR 430, there is nothing left for the municipality to add. This allowance helps in cases where VSAA pays nothing or pays very little — the deceased was not working, drew no pension and was not registered as unemployed.

The application and documents go to the Riga Social Service: by post with a handwritten signature, with a secure electronic signature, or by e-mail to soc@riga.lv. The decision is taken within 22 working days of receiving all documents, and the money is transferred to the account you specify. Proof of expenses must be submitted no later than two months after the expenses arose. Income and assets are not assessed for this allowance.

Allowance for the spouse of a deceased pensioner

This payment is even less widely known, so it often goes unclaimed. If a recipient of an old-age, disability, survivor's, service or special state pension dies, the surviving spouse or registered partner receives an allowance of 50 % of the pension granted to the deceased, paid for 12 months from the date of death.

There is one condition: the surviving spouse or partner must themselves receive an old-age, disability, service or special state pension, and the marriage or partnership must have been registered on the day of death. The application should be submitted within six months — if filed later, the allowance is granted no earlier than six months before the date of application, so part of the money is simply lost. You can apply on latvija.gov.lv or at a VSAA customer service centre. This allowance is separate from the funeral benefit, and both can be received.

If the benefit is refused or the amount looks wrong

A VSAA decision, including a refusal, can be contested within one month of it taking effect by submitting an application addressed to the Director of VSAA. It can be handed in at a customer service centre, sent by post or filed electronically. If the Director's decision does not satisfy the family, the next step is the Administrative District Court.

The most common reason for refusal is not a paperwork error but the status of the deceased: on the day of death the person was neither employed, nor a pension recipient, nor a registered unemployed person. In that case contesting the decision will not help — the claim should go to the Riga municipality instead. A municipal decision has its own appeal procedure, and it is always stated in the decision you receive.

Using the benefit to pay for the funeral

Most families in Riga do it this way: the funeral is arranged straight away and the benefit arrives later. If the deceased was a foreign national

The VSAA funeral benefit is tied to social insurance in Latvia, not to citizenship. If the deceased worked in Latvia and contributions were paid for them, the benefit is due on the same terms as for a Latvian citizen. If the person was insured in another country and only visited Latvia, VSAA pays nothing — in that case the family usually needs repatriation rather than a benefit, and the costs are covered by insurance or by the family itself.

A registered address in Riga is what matters for the municipal allowance: the allowance follows the last declared residence of the deceased, regardless of nationality. Common mistakes we see in practice

1. Missing the six-month deadline. This most often happens when the family waits for the estate to be settled. The funeral benefit has nothing to do with inheritance — it can be claimed as soon as the death certificate is issued.
2. Throwing away invoices. The municipal allowance requires original proof of expenses. If receipts are lost, the money is not reimbursed, even though the costs were real.
3. Applying for the wrong benefit. The spouse of a pension recipient often claims only the funeral benefit and never learns about the monthly payment of 50 % of the pension.
4. Expecting the benefit to be granted automatically. No payment is made without an application.
5. Two claimants in one family. If two people apply, only one is paid. Agree within the family who submits the documents so nothing is delayed.
