A very common situation: the family lives in Riga, but the person who died came from the regions and wanted to lie where their parents lie. Or the reverse — someone spent half a lifetime in Riga while the family plot is in Latgale. A funeral does not become harder in such a case, but the procedure differs in places, and it is better to know that in advance.
Riga City Funeral Service does not work in Riga alone: we take on transport, documents and the dealings with a regional cemetery just the same. Call: +371 2208 4540
Since 29 April 2026 the Cemeteries Law has been in force — one law for the whole country. The fundamentals therefore coincide between the regions and Riga: a common approach to the recording of plots, to inspection, to burial depths and to further burials. The law likewise provides that every municipality maintains an electronic burial register — this applies equally to Riga and to any region.
The documents are the same too: the death certificate, consents and permissions are prepared in the same way wherever in Latvia the burial takes place. The list is on the page documents for burial.
The differences come not from the law but from municipalities' binding regulations. And there is a deadline worth knowing: municipalities adopt their own cemetery regulations by 30 June 2027, and the old ones do not remain in force beyond that date. Over the next eighteen months the position in the regions will change, and it is always confirmed locally.
| Question | How it stands |
|---|---|
| Who allocates the plot | The cemetery keeper, on a written application — in Riga and in the regions alike. What differs is reception hours and whether the application can be made electronically |
| Is there a charge for the plot | In Riga no charge is made for allocating a plot, following the Constitutional Court judgment of 5 March 2019. Other municipalities set their own position, so this is established in the particular region |
| Does the cemetery still take new burials | In Riga, of 22 municipal cemeteries new plots are allocated in only two; 15 are partially closed and 5 closed. In the regions each municipality keeps its own list of statuses |
| How much notice is needed | In Riga the keeper is informed of a burial 48 hours in advance and of an urn 24 hours in advance. In the regions local regulations set the periods |
| Distance and logistics | The real difference. Transport, travelling time on the day and how guests from Riga will get there all have to be planned |
The legal side is no harder in the regions. The day is harder: the drive to a regional cemetery can take two or three hours each way, and the whole schedule follows from that. The ceremony is timed so that guests can return, and the funeral meal is held either beside the cemetery or in Riga afterwards — but not in both places.
On transport itself: funeral transport operates throughout Latvia and is a separate service with its own schedule. If the person died abroad and has to be brought to Latvia, that is handled by repatriation.
Families tend to agree the date first and call the cemetery afterwards. In the regions that hurts more than in Riga: a keeper's reception hours may be shorter, and if the deadline is missed the date has to move — when relatives travelling from another city or from abroad have already been told. The right order is the reverse: agree with the cemetery first, then tell the family.
If you would like a specialist to take on everything, from transport to the dealings with the regional cemetery, that is part of the funeral arrangement.
