The exact date of the cemetery's founding is unknown. Initially, burials were located around the Church of All Saints.
According to the 1650 Riga plan, there was a Catholic cemetery with a chapel on the site of today's Katoļu Street. In the first half of the 17th century, plots of land were added to these lands beyond the Friendship District, which later became an Orthodox cemetery with the Chapel of All Saints, built in 1777 and reconstructed in 1815 into the wooden Church of All Saints.

Only repeat burials in existing family graves are available at the Ivanovskoye Cemetery, as new burials are not permitted.
